Zelensky’s falling approval rates – from more than 70% in September 2019 to below 50% in February 2020 to 35% by December 2020 – account for this reshuffling. The reform-minded Prosecutor General Ryaboshapka was replaced by the politically compromised Iryna Venediktova. However, in March 2020, Zelensky initiated a reshuffling of the government replacing Oleksiy Honcharuk with Denys Shmyhal as prime minister.
